Our child welfare system should do more than respond after abuse, neglect, or family crisis has already occurred; it should strengthen prevention, expand access to trauma-informed care, support families before removal becomes necessary, and ensure children have a consistent voice when they enter the court system.
This plan creates a stronger continuum of care from prevention and early intervention through advocacy, treatment, reunification, proper placement, permanence, and aftercare so that children are protected at every stage and families have a real opportunity to succeed.
